Building a better Blackpool
Building a better BlackpoolBlackpool Strategic Partnership has launched its Sustainable Communities Strategy – which maps out the vision for the future of our town.

It details how the Council will work, alongside local organisations, including police and health colleagues, as well as our communities to improve the town and create a 21st century place to live, work and play.

Cllr Peter Callow, Leader of Blackpool Council and Chair of the Blackpool Strategic Partnership, said:
“This is about improving the quality of life for everyone who lives, works, studies in and visits Blackpool and sets out how we can work together to bring about real change. Whilst Blackpool is still the most visited tourist resort in the UK we continue to face many challenges, economically, socially and environmentally. To overcome these problems this strategy demonstrates the commitment of Blackpool’s agencies, organisations, businesses and community groups in working together to develop joint solutions.

“We have made considerable progress since we produced our first Community Plan in 2004. Whilst the failure to gain the Regional Casino and People’s Playground funding was hugely disappointing, Blackpool has proved itself to be resilient and has the determination to pursue and realise new opportunities for the future. This new Strategy sees a further £750 million of public and private investment over the next 3 to 5 years into our town.

“The Strategy has the needs of the community at its heart and seeks to improve the town for the benefit of visitors and residents alike. I hope that over the next 20 years we will see the renaissance of Blackpool as an outstanding, family-oriented resort that brings real improvements, making our town a great place to visit and an even better place to live.”

Rt Hon Lord McNally of Blackpool added: “Blackpool has always combined vision with self-reliance and initiative. It was that combination which created one of the world’s great holiday entertainment centres in the 20th century. This blue print shows that Blackpool still has the self-confidence and get-up and go to recreate itself and remodel itself to meet 21st Century standards and needs to live up, once again, to it’s motto of ‘Progress’.”

Liz Meek, Regional Director GoNW, said: “The foundations for a successful future are being laid.”

The strategy aims to achieve its aims by following four goals, which each have key achievements and targets sat within them. Successes will be measured against these goals as work progresses.

The four goals are:

1.
To improve Blackpool’s Economic Prosperity, creating jobs and opportunities for local people.

How?:
delivery of the Talbot Gateway project;
renewal of the tramway;
completing construction of the new seawall; improving St John’s and Cedar Square;
delivering the Blackpool Gateway project and improving access to the resort’s attractions;
marketing the central station site to secure private investment;
increasing the capacity of Blackpool International airport; 
improving the cycling infrastructure.

2.
To develop a safe, clean and pleasant place for people to live, work and visit.

How?:
reshaping the housing market in inner Blackpool;
refurbishing 3,837 social housing properties;
transforming Foxhall, South Beach and Claremont areas by developing Area Action Plans;
continuing to deliver Reassurance Plus in our priority neighbourhoods (Central, South and Grange Park);
creating a new Town Centre multi-agency team to enforce standards, ·
tackling anti-social behaviour and enhancing safety;
enforcing against poor quality housing and the illegal creation of Houses in Multiple Occupation (HMOs).

3.
To improve skill levels and educational achievement.

How?:
delivering the ‘Building Schools for the Future’ project to provide new and refurbished secondary school buildings;
delivering the Primary School Capital Programme which involves refurbishing or rebuilding all of the town’s primary schools;
developing a new Higher Education campus within the town centre and a Further Education campus in a central location;
redeveloping Blackpool Sixth Form College to provide a high quality learning environment.

4.
To improve the health and well-being of the population.

How?:
building 3 new Primary Care Centres on Whitegate Drive, South Shore Hospital and in Bispham;
increasing the number of GPs in Blackpool with three new practices;
establishing a training school for dentistry training 8 students per year;
helping smokers quit through extensive support;
raising awareness of the harm that alcohol can cause and improving access to services for people dependent on drugs and alcohol;
encouraging healthy lifestyles by providing communities with access to healthy eating, lifestyle and general activity and walking programmes;
reducing teenage pregnancy.
