What is the means to pick up
Anyone person exercising a dog must have suitable means to clean up and dispose of fouling responsibly.
Authorised officers may approach dog owners and ask them to show ,that they have the means to pick up their dog's faeces.
If the dog owner doesn't produce the means then they will be committing an offence and a Penalty Charge Notice can be issued.
