New supply service for schools
Blackpool is now recruiting teachers for its new supply service run in partnership with Supreme Education Plc, the online teacher recruitment consultancy. The Council will launch the Blackpool Education Supply Service (BESS) in September 2008, with a 17 school pilot scheme. The pilot schools will have access to and control of a tailor-made online service that will enable them to source primary, secondary and special educational needs teachers for day-to-day, short-term and long-term cover. Gareth Williams, managing director of Supreme remarked: “The partnership builds on the council’s local knowledge and expertise together with Supreme Education’s recruitment experience and investment in technology.”
A new way of working – an automated school staffing solution
This is an innovative technology concept that enables teachers and schools to interact online with an electronic booking system. The technology allows schools to add a vacancy online which will automatically match with teachers who meet the school’s requirements. Schools can telephone; use the internet or both to contact the system 24 hours a day, 7 days a week, to arrange cover. Once registered and vetted, teachers’ details are stored on a database. When a vacancy has been entered onto the system, the technology will automatically match suitable teachers from the database. All teachers can view all vacancies for which they are a match and which meet their own requirements. This gives them more choice about assignments and the ability to select their preferred schools. When a teacher accepts a booking, the system will automatically confirm the booking with the teacher and the school. The system also gives schools the facility to provide teachers with induction information and lesson plans online so that they arrive at their assignments fully prepared. The system also enables teachers to manage their availability with an online diary.

Recruitment and safeguarding
Safeguarding children and young people is at the heart of the investment in this pilot programme. All teachers will undergo stringent security checks and face-to-face interviews as part of the recruitment process. A school will be able to view the vetting completed on each teacher online, including CRB and List 99. A digital photograph of the teacher will accompany these details; an additional security feature that will enable schools to carry out an identity check at reception. These measures will ensure that the Authority and schools deliver their safeguarding responsibility in what can be a contentious and historically high risk area of staffing.
Quality
Teachers who apply to join BESS will have to go through robust and transparent recruitment and vetting processes to ensure that quality standards are met. Once accepted, they will have access to Continuous Professional Development opportunities in order to meet their training and development needs. This will ensure that high standards are sustained and it will also ensure that there are positive outcomes for children and young people.
Cost
BESS will provide schools and teachers with a best value recruitment solution that will include the following benefits:
- savings of up to 25% on each supply teacher day
- no fee to a school when a teacher is taken on permanently after one term
- teachers will be paid to scale M1 to M6
