Changes to Blue Badge Scheme

As part of the Government’s reform programme, from 1st January 2012 the following changes are being introduced to the Blue Badge scheme
  • A new secure design of badge will be produced and distributed from a single point nationally. The badges have been redesigned to make them harder to alter copy or forge. They will be made of a combination of PVC and PET instead of cardboard and will be more robust
  • The new badge will make it easier to crack down on fraud and it will make it easier for the severely disabled people who rely on the Blue Badge scheme, to find a parking space.
  • Blackpool Council will still be in charge of administering the Blue Badge scheme and issuing badges
  • As a result of the changes and to cover the costs of administration, production and postage, Blackpool Council has agreed a charge of £10 for any successful new or renewal badge applications from 1st January 2012.
  • Applying for or renewing a badge will mean completing a different application form to one you may have completed before, and we will require original documents as proof of your residency and ID.
  • If you apply in person at the Customer First Centre you will no longer need to provide or pay for passport photographs, as we are able to capture digital photographs for the new system.
  • If you apply by post however, you will need to provide a photograph to passport standards, that we will be able to scan. Postal applicants will be contacted and asked to collect their badge in person and bring in evidence of ID at the time of collection.
  • There will be a new national helpline for general enquiries for Blue Badges that will signpost callers to the relevant local authority
  • You will be able to apply for and renew a badge online via Directgov at www.direct.gov.uk and more information regarding the online application process is available via the above link, as well as full details of the Blue Badge Reform programme
The Department for Transport is the organisation that is responsible for the Blue Badge Scheme nationally. If you would like more detail about the changes to the scheme, go to their website by using this link.
