CCTV

The “Blackpool CCTV System” (Closed Circuit Television) comprises of a number of cameras installed at a range of strategic locations throughout Blackpool.

We operate THURSDAY to SUNDAY inclusive between the hours of 11am and 4am, giving coverage of key crime hotspots located throughout Blackpool town centre, 2 Council estates and the Council’s multi story/open-air car/coach parks.  We also monitor cameras on behalf of Fylde Borough Council at given times.

The system uses fully operational cameras that have pan, tilt and zoom facilities as well as fixed cameras but DOES NOT include speed cameras used or installed by the Lancashire Constabulary.

The current CCTV control room was opened in 2001 and to this date has control of 113 cameras plus other security aspects to tackle all levels of crime and help reassure the public confidence.

Aims & Objectives of the System

The objectives agreed by the partner members form the lawful basis for processing data.
  • To help reduce the fear of crime
  • To help deter crime
  • To help detect crime and provide evidential material for court proceedings
  • To assist in the overall management of Blackpool
  • To enhance Community Safety, assist in the economic well-being of the Blackpool area and encourage greater use of the town centre, shopping centres and car parks etc
  • To assist the local authority in its enforcement and regulatory functions within the Blackpool area
  • To assist in traffic management
  • To assist in supporting civil proceedings which will help detect crime
Core Business
  • Pro-active / re-active monitoring of the streets/car parks etc of Blackpool with a network of 104 cameras together with 9 cameras in St Annes/Kirkham
  • Supporting all law enforcement agencies
  • Supporting other local authority sections/departments etc
  • Control and operation of data management systems complying with legislation/regulations etc
  • Control and use of 2 playback review suites plus video editing system
  • Vigilance in observing incidents that may result in crime and taking a pro-active role in providing assistance
  • Liaison with outside agencies
  • Intelligence gathering for the Police / Council etc re anti social behaviour orders and assisting in the reduction of crime and disorder
  • Research of recorded data for evidential material
  • Assist with and participate in observations / surveillances when and where necessary in order to obtain intelligence / evidential material
  • Maintenance of a positive relationship with the Police, Council’s Security Dept and the Street Rangers including information sharing, liaison and, where necessary, providing evidence, witness statements and appearances at court by CCTV staff
  • Provide in house engineering/maintenance cover for the camera system
  • Provide budgets/project management etc relating to CCTV installation & provision etc
