How are sites assessed through Planning and Building Control?
Planning Policy Statement 23 (PPS23) dictates the responsibilities when sites are assessed through the Planning process. PPS23 quite clearly states that the developer of land has to prove to the Local Planning Authority (the Council) that the site is suitable for use.
Building Regulations and Building (Approved Inspectors etc) Regulations sets the standards for the design and construction of buildings to ensure the health and safety for people in or about those buildings.
