Early Years Funding Reform

Early Years Funding Reform Since April 2004 all 3 and 4 year olds in England have been entitled to part‑time free early learning and childcare. In April 2007, Blackpool was part of the pilot to extend this from 12.5 hours to 15 hours per week for each child.

Introduction of a Single Funding Formula for Early Years

All Local Authorities are required to implement a Single Funding Formula (SFF) for funding the 3 and 4 year old free early years entitlement across all sectors from April 2010.

This will introduce a consistent and transparent method of distribution for all maintained and private, voluntary and independent providers, and will be based upon hours of participation.
