New Build Properties
Charges for new build properties From the 1st of August 2009, Blackpool Council ceased to issue wheeled bins for domestic household waste free of charge to new build properties. The purchase of bins is now the responsibility of the developer, builder, landlord or new resident.
When planning permission for a new build property is requested, Blackpool Council informs the developer/builder that suitable waste receptacles for domestic household waste need to be purchased and that an appropriate storage area must be provided.
Should any resident move into a newly built property where suitable waste receptacles have not been provided, an agreement between parties involved will have to be made as to who will be responsible for their purchase. Properties which do not have suitable waste receptacles will not be entitled to a Blackpool Council refuse collection service and will be served with a Section 46 notice under the Environmental Protection Act 1990 and or other relevant legislation. The notice will require the provision by the householder of the necessary containerisation for their waste.
Blackpool Council waste receptacles (wheeled bins) are charged at £30.00 per bin (including delivery) This charge applies for the grey lidded, blue lidded and green lidded bin regardless of the waste stream contained. Brown and blue sacks are provided free of charge. Payment must be made at the time of request and bins will not be supplied prior to the receipt of payment.
Blackpool Council will not empty resident-supplied waste receptacles/bins that do not comply with our supply, design or safety requirements. Unsuitable receptacles/bins may cause injury to staff and/or damage to the collection vehicle.
