Housing Health and Safety Rating System (HHSRS) THE HOUSING ACT 2004
The Act came into effect on 6th April 2006 and introduced reforms to housing that affects homeowners, landlords including social landlords, local authorities and others with an interest in housing.
HOUSING HEALTH AND SAFETY RATING SYSTEM (HHSRS).

The HHSRS replaced the old fitness standard for houses set out in the Housing Act 1985. It is a new risk assessment tool used to assess potential risks to the health and safety of occupants in residential properties. The new assessment focuses on the hazards that are most likely to be present in housing and tackling these hazards will make most homes healthier and safer to live in.
If the Council discovers serious hazards in a property, it has a duty to take the most appropriate action. If a notice is issued, the owner or landlord could be charged for this and failure to comply with a statutory notice could lead to a fine of up to £5,000.
