Landau Vehicle Licence

Landau Vehicle Licence All landau carriage vehicles are issued with licences that are renewed annually between 1 - 7 June. There are 44 licensed landau carriages in Blackpool.   Prior to the licences being renewed the landau carriages are inspected each May by a qualified carriage builder who specialises in landaus. The date is arranged in March and renewal letters with the date and time of the inspection are sent out to all licence holders.

On inspection day the RSPCA, ILPH and local media are contacted, providing an opportunity for positive press coverage.

The following activities take place on inspection day:
  • The carriage builder inspects each landau to ensure that they are both mechanically and structurally sound;
  • A Licensing Officer will issue a clearance sheet to each carriage including the owner's name, plate number and a detailed breakdown of the carriage's colour including details of the trims. If there are any "advisory" comments from the inspector these will be included on the form ("advisory" comments cover minor defects which do not affect the safety of the vehicle and do not prevent the vehicle being cleared for public use);
  • Once the carriage has been cleared a copy of the clearance sheet is given to the owner who then pays the fee at the Licensing Office. The licence can then be issued.
In addition to the carriages being inspected annually, the landau horses are checked each year. They need to be checked by one of the veterinary surgeons on the Council's approved panel of Equine Veterinary Surgeons. It is up to the individual proprietor to arrange for their animals to be inspected.

The vet carrying out the inspection completes the "Certificate of Veterinary Examination of a Landau Horse" form. Once the animals have been inspected the owners bring a form for each of their horses together with the horse's passport. We retain a copy of the form and a photocopy of the passport and the proprietor retains a copy.

The horses are inspected annually and the certificate is valid for twelve months from the date of issue.
