Language and Cultural Support

Blackpool EMAS (Ethnic Minority Achievement Service) provides advisory support for all issues about Race Equality, English as an Additional Language (EAL) and Bilingualism. The facility exists to offer Advisory Support to all Blackpool schools at all key stages. Schools can access our services through a referral system.

EMAS are able to offer advice on a number of key areas. For example, our work could include an assessment of an EAL pupil who is struggling in school to make the necessary progress or we could be called upon to offer advice on a racist incident. In line with DfES directives, the main thrust of EMAS work is in empowering schools so they are able to carry out their responsibilities towards their BME (Black and Minority Ethnic)/EAL (English as an Additional Language) pupils. As this is a small service, we are unable to offer individual direct teaching to pupils.

All the work undertaken by EMAS is underpinned by Recent Race Equality legislation, namely the Race Relations Amendment Act 2000.  The duty to promote Race Equality applies to everyone. Where an authority has a small number of Black and Minority Ethnic Population, the law still applies. Everyone has a part to play in carrying out the following responsibilities within their day-to-day work:
  • eliminate unlawful racial discrimination
  • promote equal opportunities
  • encourage good race relations
EMAS helps schools in meeting their responsibilities by providing necessary information about:
  • access to school places
  • SATs special arrangements
  • racist Incidents
  • specific publications
  • DfES Guidance
  • policy development
  • EAL assessments
  • EAL Target setting
  • individual Language Plans (ILP)
  • inclusion Strategies
  • settling Newly Arrived Pupils
  • cultural/religious/linguistic advice
