Foxhall Supplementary Planning Document

Foxhall Supplementary Planning Document
Change from Area Action Plans (AAPs) to Supplementary Planning Documents (SPDs)

In August 2010 it was decided that the Council will no longer be preparing AAPs for Foxhall and South Beach. The same decision was taken in February 2010 for North Beach. All three AAPs have now been withdrawn.

The Council remains committed to the regeneration of these resort neighbourhoods. It has been necessary for us to review the best way to progress Neighbourhood Plans for Foxhall, South Beach and North Beach due to the current uncertain economic climate and the level of public and private sector funding expected to be available.

The Council intends to produce SPDs for these areas to guide development and intervention. SPDs will provide the flexibility needed to deal with the current uncertain economic climate. These will be prepared as soon as possible using the work and consultation already undertaken for the early stages of the AAPs.

Foxhall Neighbourhood

For more than a century, Foxhall has been a resort neighbourhood accommodating Blackpool’s visitors within a vibrant tourist ‘village’, containing guest houses, shops and entertainment within easy reach of Blackpool’s major attractions. That status has been under increasing threat over the last 30 years as staying visitor numbers have dwindled.

In common with other inner resort neighbourhoods, Foxhall has been seriously affected by the changing fortunes of Blackpool’s tourism industry and there has been a gradual but increasing shift from holiday accommodation to permanent residential uses. Much of this shift has been to small poor quality rented flats with associated social problems. This in turn has led to further problems for remaining holiday accommodation. Today, Foxhall is at a cross road. The previous predominance of holiday accommodation is giving way to a mix of uses, and although tourism related uses are still important, residential uses are growing.

The issues and challenges facing Foxhall - and the opportunities for regeneration - are well understood and have been considered in detail through previous work undertaken in preparing the Foxhall AAP which is now withdrawn. These are set out in the Foxhall Neighbourhood Profile and Policy and Regeneration Context below

Blackpool Council Policy Context

Developing the Foxhall Plan

The Council is preparing a Neighbourhood Plan for Foxhall in the form of a Supplementary Planning Document (SPD). The SPD will identify priorities for future development and guide intervention in Foxhall based on previous work and consultation undertaken, although will be less detailed than the AAP and provide more flexibility.

The SPD will:
  • Reaffirm the Council’s commitment to transforming Foxhall and assist with bidding for new resources or co-ordinating existing resources to achieve this
  • Set out a long term vision and objectives for the area
  • Assist in stabilising the area and prevent further social, economic and environmental decline
  • Prevent inappropriate development and encourage piecemeal development which is consistent with the vision
  • Provide the basis for complementary targeted ‘neighbourhood support’ services
  • Identify areas where short term priority intervention projects could take place with the intention to stabilise and improve the neighbourhood until the economy improves
  • Identify areas appropriate for strategic intervention in the medium to longer term
Whilst SPDs are not examined by an Inspector, they are still subject to a process of consultation. The key stages of preparing an SPD are:

Evidence Gathering Stage: Collect, analyse and update evidence to identify key issues and opportunities in the area. This work will be ongoing during stages 1 and 2.
Stage 1: Prepare and publish Draft SPD for consultation
Stage 2: Consider representations received, revise SPD accordingly and publish a consultation statement setting out a summary of the main issues raised and how these have been addressed in the revised SPD
Stage 3: Adoption of SPD

The Council are currently preparing the Draft SPD and it is hoped that consultation on this will take place in early 2011.

The Foxhall Area Action Plan has now been withdrawn. Apart from preparatory work including the Neighbourhood Profile and Issues and Options document the Foxhall AAP documents will have no further status.
