Change from Area Action Plans (AAPs) to Supplementary Planning Documents (SPDs)

In August 2010 it was decided that the Council will no longer be preparing AAPs for Foxhall and South Beach. The same decision was taken in February 2010 for North Beach. All three AAPs have now been withdrawn.

The Council remains committed to the regeneration of these resort neighbourhoods. It has been necessary for us to review the best way to progress Neighbourhood Plans for Foxhall, South Beach and North Beach due to the current uncertain economic climate and the level of public and private sector funding expected to be available.

The Council intends to produce SPDs for these areas to guide development and intervention. SPDs will provide the flexibility needed to deal with the current uncertain economic climate. These will be prepared as soon as possible using the work and consultation already undertaken for the early stages of the AAPs
                                         


North Beach Neighbourhood

North Beach originally developed as a popular resort neighbourhood dominated by holiday accommodation. In common with other inner resort neighbourhoods, North Beach has been seriously affected by the changing fortunes of Blackpool’s tourism industry. It is an area facing significant challenges resulting from the decline of tourism which has underpinned its economic and social well being as well as defining its physical character. The issues and challenges facing North Beach - and the opportunities for regeneration - are well understood and have been considered in detail through previous work undertaken in preparing the North Beach AAP which is now withdrawn.

Blackpool Council Policy Context

Developing the North Beach Plan

The Council intends to prepare a Neighbourhood Plan for North Beach in the form of a Supplementary Planning Document (SPD). The SPD will identify priorities for future development and guide intervention in North Beach based on previous work and consultation undertaken, although will be less detailed than the AAP and provide more flexibility.

The SPD will:
  • Reaffirm the Council’s commitment to transforming North Beach and assist with bidding for new resources or co-ordinating existing resources to achieve this
  • Set out a long term vision and objectives for the area
  • Assist in stabilising the area and prevent further social, economic and environmental decline
  • Prevent inappropriate development and encourage piecemeal development which is consistent with the vision
  • Provide the basis for complementary targeted ‘neighbourhood support’ services
  • Identify areas where short term priority intervention projects could take place with the intention to stabilise and improve the neighbourhood until the economy improves
  • Identify areas appropriate for strategic intervention in the medium to longer term
Whilst SPDs are not examined by an Inspector, they are still subject to a process of consultation. The key stages of preparing an SPD are:

Evidence Gathering Stage: Collect, analyse and update evidence to identify key issues and opportunities in the area. This work will be ongoing during stages 1 and 2.
Stage 1: Prepare and publish Draft SPD for consultation
Stage 2: Consider representations received, revise SPD accordingly and publish a consultation statement setting out a summary of the main issues raised and how these have been addressed in the revised SPD
Stage 3: Adoption of SPD

The Council will look to prepare and consult on the Draft SPD in 2011.

The North Beach Area Action Plan has now been withdrawn. Apart from preparatory work including the Neighbourhood Profile and Issues and Options document the North Beach AAP documents will have no further status.

North Beach Interim Planning Statement (IPS)

In June 2009 the Council produced an IPS, which is a temporary document intended to prevent premature ad hoc and piecemeal development compromising the realisation of wider regeneration of North Beach through the formal plan making process. It provides interim policy guidance for determining planning applications and the context for potential intervention within North Beach until a formal plan is developed.

The IPS sets out the interim spatial vision and objectives for the future of North Beach along with the Land Use Development Framework and general guidelines for development.
