Speaking at Council Meetings

Members of the public can apply to speak at Council meetings. If you wish to do so, please contact  a Democratic Services Adviser on (01253) 477034.

Council meetings are held five times a year and are chaired by the Mayor. If your request is accepted you will be given not less than three clear working days' notice before the meeting.

Other members of the public may also be speaking at the same meeting and you will therefore be asked to speak for no longer than five minutes. You will also be asked to avoid introducing confidential or personal information.

The Committees that public speaking arrangements apply are ordinary meetings of the Council, the Planning Committee, the Scrutiny Committee and the Health Committee. Each of the Committees has different arrangements in place as detailed below:


Council
Opportunity to present views or ask the Cabinet Member a question about any Council policy, service or project.
Those approved to participate will be given at least five working days notice of the meeting at which their views or questions will be received.
Responses will be provided at the meeting by the Leader of the Council or the relevant Cabinet Member.

Planning Committee

Opportunity to speak either in support or in objection to a planning application to the relevant meeting of the Planning Committee.

Requests need to be made by noon, one working day prior to the meeting.

Scrutiny Committee and Health Committee


Scrutiny Committee and Health Committee
Opportunity to raise any issues or concerns that the Scrutiny / Health Committee could investigate or seek to resolve.
Requests need to be made by 5pm on the day prior to the dispatch of the agenda.
In exceptional circumstances, the Chairman may allow a speaker to speak on a specific agenda item if the request is submitted by noon, one working day prior to the meeting.
Responses will be provided by the Chairman of the Committee.


Executive

Opportunity to ask questions or present views regarding any decision included on the agenda for the meeting.
Requests need to be made by noon, one working day prior to the meeting.
Responses will be provided at the meeting by the Leader of the Council or the relevant Cabinet Member.
