Parking - Penalty Charge Notices


New Regulations make for fairer parking for all.

On 31 March 2008 new regulations were introduced in England and Wales that see the first nationwide changes to on-street parking since 1993.  The regulations provide motorists with a fairer and more transparent parking enforcement service across the country, helping raise industry standards in parking. 

What used to be called Decriminalised Parking Enforcement is now known as Civil Parking Enforcement (CPE) and, legally speaking, Parking Attendants are now called Civil Enforcement Officers.

The new Regulations require CPE to be more transparent, simple and proportional to motorists, and Local Authorities will have to make clear that enforcement is based on compliance with local parking regulations and not the number of tickets issued.

Councils have to be more transparent about their parking management policies, undertake regular reviews of policies through consultation with stakeholders and communicate these policies effectively to the public.  They are also encouraged to provide training for everyone involved in parking management and enforcement.

Additional powers are being given to independent adjudicators. They will be able to refer cases back to the chief executives of Local Authorities’ where a parking contravention has taken place in mitigating circumstances and can ask the Local Authority to consider cancelling the penalty charge.

Enforcement will also be "proportional" to the contravention's seriousness, with new regulations providing for differential charges. Higher penalties now apply for such matters as parking on a double yellow line and a lesser charge for overstaying on a meter.


Shouldn't have had a ticket?

If you think the ticket shouldn't have been issued you can write to Blackpool Council (the address will be on the ticket) saying why you believe it was incorrectly issued. We will write back to you with our decision. If you still disagree you have the right to appeal to the Traffic Penalty Tribunal which is an independent organisation.

Details will be shown on the ticket and include options to pay by credit card, cheque, or online.

Parking in Blackpool

It is your responsibility to park your vehicle correctly. If you do, you won't get a ticket. Here are some reminders of where not to park:

Dont park...
  • In areas where waiting and loading restrictions are in force at the time;
  • In a residents parking place without authorisation or displaying a valid permit;
  • In a reserved bay (e.g. disabled bay) without authorisation or displaying a valid permit;
  • At a bus stop or in a bus lane during prohibited times;
  • On mandatory zig-zag lines outside a school, collecting or dropping off children is not an acceptable excuse, your vehicle causes a serious safety hazard;
  • On the pavement or on grass verges behind waiting restrictions in force at the time.
  • In a Pay & Display space without paying for a ticket;
  • And, don't overstay the time you have paid for in a Pay & Display space.
If you aren't sure, check the signage that applies to the place where you are thinking of parking.
