How can a motorist be assured that their ticket has been issued fairly?
The software used in a Civil Enforcement Officer's (CEO’s) handheld computer prevents a ticket from being issued until the required observation period is completed.
However, there are situations where a CEO can issue what is known as a "Instant" Penalty Charge Notice.
These situations are usually related to parking at Bus Stops, Taxi Ranks, Loading Bays, White Zig-Zag
markings at pedestrian crossings, Yellow Zig-Zag markings outside school entrances, and double yellow
lines that are also accompanied by double kerb markings. They do not require any observation period.
