Parking - Removal of Vehicle

Blackpool Council does have a policy of removing vehicles in certain circumstances. These currently include parking on bus stops, taxi ranks, loading bays, disabled person bays, and resident parking areas.

VEHICLE REMOVALS CRITERIA:
Removal action would be appropriate in cases where parked vehicles are causing an obstruction or a hazard to other road users, where they are obstructing a restricted stopping or waiting place, such as bus stops, cab ranks, loading bays, or where the local authority has suspended the operation of a designated parking bay.

HIGH PRIORITY’S FOR VEHICLE REMOVALS:
Vehicles identified as being used by a persistent evader or offender, when committing any contravention.

DANGEROUS POSITION:
In a position likely to cause danger to other road users.

SERIOUS OBSTRUCTION:
Preventing access for emergency service vehicles. In an operating bus/cycle lane causing a significant hindrance to the efficient operating of public transport. Parked at or near a junction. Causing a serious obstruction to traffic or pedestrian flow.

SERIOUS PARKING CONTRAVENTIONS:
On a clearway where stopping is prohibited. On a bus stop marked subject to a restriction. On a cab rank marked subject to a restriction. In a restricted street subject to and during hours of a loading ban. In a loading bay where loading / unloading is not taking place. In a suspended meter bay or parking place. Unauthorised vehicle in a disabled persons bay.

PARKING CONTRAVENTIONS:
Parked in a residents bay (vehicle will be removed when 2 Penalty Charge Notices have been issued on 2 consecutive days). Preventing vehicular access to premises. The vehicular access will need to be covered by a relevant Traffic Regulation Order.

The fee to release a vehicle that has been removed to the vehicle pound is currently:

Vehicles up to 1525 GVW £150 + Penalty Charge Notice costs.
Vehicles 1525 – 7500 GVW £185 + Penalty Charge Notice costs.
Vehicles over 7500 GVW (HGV’s/Coaches) £365 + Penalty Charge Notice costs.

Storage fees are £20 per day and apply for each day or part day reckoned from 2400 midnight on the day following removal of the vehicle.
