Personal Licences

Personal Licences A Personal Licence authorises a specified person to supply alcohol or allow the supply of alcohol in accordance with a Premises Licence. You must apply to the local authority in which you reside for a Personal Licence, NOT to the authority in which you intend to work. 

Holding a Personal Licence is a mandatory requirement of any person wishing to be named as the Designated Premises Supervisor (DPS) on a premises licence.

To apply for a Personal Licence the applicant must provide:

  • evidence that they have passed an approved licensing qualification (Blackpool Council runs Personal Licence courses at regular intervals - for further information and a booking form please click on the 'Publications' link to the right of this page)
  • a criminal conviction certificate which is dated within one calendar month
  • two passport sized photographs (one must be certified as a true likeness of the applicant)
  • the application for a Personal Licence form
  • the Disclosure of Convictions form
  • the fee of £37.00
Personal Licence Holders should inform the Licensing Authority in writing as soon as reasonably possible of any change to name or address details.  Failure to notify the authority of these details is an offence. The licence or a statement as to why it cannot be produced should accompany the notification together with the fee of £10.50.
