What is the Council's position on granting planning permission for new housing development?

This advice note sets out the Council's position with regard to the release of land and buildings for housing development.
The Council from October 2004 to April 2007 operated a more restrictive approach controlling where planning permission for housing would be granted. This policy position was reviewed by the Council on
21st March 2007 and the restrictive approach withdrawn.

This reflects the position in evolving Regional Planning Guidance which significantly increased Blackpool's proposed future housing requirement to 8,000 dwellings (2003-2021). This figure is not yet confirmed but the relevant document, the draft North West Regional Spatial Strategy, is at an advanced stage in its preparation. In advance of any future wider review of the Local Development Framework the future consideration of planning applications for housing will be determined in accordance with Policy HN4 and all supporting policies of the adopted Blackpool Local Plan.
