Guidance Notes on Completion of Householder Development
These householder forms should be used for all types of domestic developments, including extensions, alterations, outbuildings and garages.
These guidance notes should be read prior to the submission of your planning application, as they set out the information that is required to complete the application.
The notes relate directly to the questions on the application forms and are numbered accordingly. Should an application be submitted without all of the necessary information it could result in a delay in the registration of the application or could result in the refusal of planning permission.
These forms are not to be used for other applications such as for Listed Building Consent, Advertisement Consent or other submissions for which the appropriate forms should be used.
Applications can be submitted on line via the Planning Portal or you may send THREE copies of the completed and signed forms together with three copies of all the necessary plans, the appropriate ownership certificate and the planning fee of £150 to, Planning Department, PO Box 17, Corporation Street, Blackpool FY1 1LZ.

DATA PROTECTION: The information provided on application forms will be held for the purpose of carrying out the planning service to meet the Council's statutory duties. The information will be made available for public inspection, included on the Councils website and will be disclosed to other council sections and other statutory bodies.
Questions 1 & 1a Please fill in your name, address and telephone number. If an agent completes the form, all subsequent correspondence and contact will be made through him/her. In all cases please give a daytime contact telephone number.
Question 2 – Site Location The address must be the full postal address.
Question 3 – Description of the Proposed Development A full and clear description of the proposed development must be provided.
Question 4 Detail any demolition works proposed on the submitted plans as part of the application.
Question 5 & 6 – Other Information
Detail any existing trees or hedges on the submitted plans and highlight any trees or hedges that are intended to be removed as part of the application.
Question 7 Detail any new vehicle or pedestrian access or any alteration to existing vehicle or pedestrian access proposed as part of the application.
Question 8– Public Rights of Way
Detail any public right of way within the application site.
Question 9 A fee of £135 is usually required with your application (see category 5 of the
scales of fees). There are however a small number of applications which are exempt of a fee which are also outlined on the same sheet.
Question 10 – Certificate of Ownership When making a planning application you must complete a certificate that states the applicant's interest in the land and an Agricultural Holdings Certificate. In the cases of the Certificates, 'Owner' means a person having a freehold interest or a leasehold interest with a least seven years unexpired. Certificate A is applicable if the applicant is the sole owner of all of the land to which the application relates. If the application relies on access or services passing through land not in the applicants control, or relies on the use of an access over which the applicant only has a right of way, notice must be served on the owner and Certificate A is not applicable.
Certificate B is applicable if the applicant is not the sole owner. Notice No 1 (or copies of it) must be served on each owner and the Certificate must be completed and submitted with the application. Certificates C or D are applicable if you do not know all or any of the owners. For further information on these Certificates, please contact
Customer First. An Agricultural Holdings certificate should be completed in all cases where Certificate A is not appropriate and/or if the land is an agricultural holding or has an agricultural tenant.
Question 11 Please confirm payment of the appropriate fee and sign and date the application form.

Detail whether an application for consent under the Building Regulations has been or will be submitted for the proposed development.
