Do I need a permit?

The Household Waste Recycling Centre is for household waste only.
Commercial waste is not allowed on the site.
In order to prevent traders accessing the site the council have a permit scheme in place for some vehicles.
The table below shows which vehicles require a permit and which vehicles are banned from the site.

The reason for the above restrictions include the following:* To minimise trade waste entering the site. It is against the law to dispose of commercial waste at a HWRC.
* To allow site users safe access to the site - larger vehicles impose Health and Safety problems for other users.
| You will only be allowed a permit if you can answer the following criteria: |
- You must live in Blackpool and pay Council Tax to Blackpool Council.
- Will you be bringing your own household waste from your own home?
- A site attendant will inspect the waste you intend to deposit.
- You must show original copies of your Council Tax bill, V5 vehicle documents and driving licence.
- The permits are valid for one rolling calender year and need to be renewed annually at a cost of £6.00.
- Vehicles must be driven by the permit holder when on site. Applications for permits cannot be made by anyone else on your behalf.
- The permits are non-transferable. No refunds will be issued for unused, expired permits.
- Permit vehicles can only use the site during the following time periods:
Wednesday 9am to 5pm
Saturday 9am to 5pm
Sunday 9am to 5pm
- If you are using a trailer or van (which is no longer than 4990mm, approx the length of a SWB transit van) for a one-off visit to the HWRC you will need to purchase a visit pass from the reception at Bristol Avenue Household Waste Recycling Centre, at a cost of £15.00
- If you purchase a visit pass for £15.00 and need more 1 than trip to the HWRC in the same day, you will need to purchase another visit pass.
- There is a maximum of 2 trips per day to the HWRC with a valid visit pass at a cost of £30.00
- You will need a separate pass for each visit.
| How do I apply for a permit? |
- To apply for a permit please visit us at Bristol Avenue reception between the hours of 9.30am and 16.30 pm Mon to Fri.
- To apply for a permit you must complete the permit application form, detailing the type, make, model, colour and registration plate of the vehicle.
- You will also need to bring proof that you own the vehicle and live in the Blackpool area (Driving licence AND Council Tax Bill or Utility Bill PLUS Vehicle Registration Document).
- If you would like to fill out your application form before you pick it up click here, where it will be sent through to Bristol Avenue to be processed.
The site is not intended for the disposal of large amounts of construction / demolition waste. This included house alterations, garden makeovers and drive reconstructions. You are advised to hire a skip for this type of waste. |
