What is the Clerk's role at an appeal?

The Clerk to the Appeal Panel will be present at the appeal and is independent of the school and the Local Authority.
 
It is his or her role to advise the panel on the law, to make sure the correct procedures are followed, and to make notes of the hearing. They take responsibility for arranging the hearing and communicating the decision to all parties. They have no role in the decision making process.
