You should apply to the Authority you pay your council tax to.
If you want to apply for schools outside of Blackpool, for instance a school in Lytham St Annes. You would still use a Blackpool application form. School Admissions in Blackpool and Lancashire coordinate applications. We would advise them of Blackpool residents applying for their schools.
