Street Lighting

From 4th January 2010 the Street lighting will be upgraded and maintained in Blackpool by Community Lighting Partnership (Blackpool) Ltd (CLP).

CLP is a new partnership made up of Telereal Trillium and Pell Frischmann. This contract has a value of £31.9 million which is made up of government credits awarded over 25 years.

The first 5 years of this project will include a mass programmed replacement of life expired lighting columns and signal poles; further information is detailed in the below.

The aim of the project is to make Blackpool a safer, greener and more welcoming place to live, work and visit (Goal 2).

How long will it take?

The core replacement programme will take place over 5 years and will replace in excess of 14,000 street lighting columns and 98 traffic signal installations.

This replacement is required because a large number of the installations are in poor or unacceptable condition.

Many lighting columns are at least 10 years past their design life. When replacing the old lighting stock, new aluminium columns with more efficient lanterns are to be fitted and will contribute to saving energy.

Also, many of the traffic signal equipment is life-expired and requires replacement. When replaced the new equipment will utilised energy efficient LED technology. Alongside the Core Replacement Programme, CLP will take over the maintenance of the street lighting and traffic signals assets from the Council. This maintenance will continue for the 25 year life of the contract.

Who do we contact with queries and faults?

CLP
have appointed E.ON Energy Services as the principal contractor for the replacement works and all faults and maintenance queries should be reported to E.ON. The best way to do this is online via the following link http://www.clp.uk.com/blackpool. In addition to this for those without internet access can report faults by phone on 0800 096 14 38. Calls will be taken 24 hours a day, 7 days a week.

Within the next six months all lighting columns and traffic signal installations will be numbered to identify them and will include our free phone faults number so you can report routine faults or emergencies easily.

What IS included in the Blackpool Street lighting and Traffic Signals PFI Project?
  • Lighting on adopted highways;
  • Back street lighting on adopted highways including the installation of additional lighting columns in currently un-lit adopted back streets;
  • Existing highways lighting in un-adopted back streets for one-for-one replacement and maintenance only;
  • Amenity lighting in Bancroft Park only;
  • Car Park lighting in Central Corridor only;
  • Illuminated traffic signs;
  • Illuminated bollards;
  • Traffic beacons (inc. zebra crossings);
  • Traffic signal junctions;
  • Pedestrian controlled crossings (Pelican, Toucan and Puffin);
What’s NOT included in Blackpool Street lighting and Traffic Signals PFI Project?
  • Non-Illuminated signs and bollards
  • Car park lighting except South Beach and Central Gateway
  • Tramway lighting and trackside lighting
  • Amenity lighting west of tramway
  • Illuminations including tableaux’s and catenaries
