Traffic Management
Blackpool’s road network is heavily used throughout the year, particularly during the summer tourism season. The demands upon it create a delicate balance between the needs of residents, tourists, visiting events and any maintenance works that may be required. Thus effective Traffic Management is crucial to the resort’s economy and quality of life. Blackpool Council’s Traffic Management section delivers a range of functions, including those defined for local authorities under the Traffic Management Act 2004. These include:
- Roadworks approvals, inspections and liaison.
- Approving works on the highway.
- Informing the Planning process with advice and securing public realm improvements under those works.
- Emergency measures to cope with unplanned events like water mains bursting or road traffic accidents.
- Liaison between Blackpool Council and the utilities companies.
- Managing requests for service from the public
- Ensuring the public are accommodated safely at large scale events like the Illuminations switch-on.
- Ensuring parking restrictions are relevant, proposing new ones and altering existing ones.
- Designing, consulting on and implementing new residents’ parking schemes
- Working with the taxi trade, providing access to high quality ranks in the right places
- Reviewing signs around the resort, making sure that they are up to date
- Providing input to regeneration projects, particularly those with a significant road transport element
- H-markings for entrances and driveways
- Tracking and approving skips, scaffolding and hoardings on the public highway.
- Issuing information regarding congestion, events and works on the highway
- Road closures for film shoots or music videos.
- Considering and meeting the driving needs of disabled persons
- Monitoring the road network’s effectiveness, identifying emerging problems and proposing solutions to be implemented under the Local Transport Plan programme.
Traffic Management is also in close liaison with many internal and external agencies: Road Safety, Transportation, ParkRite, Stagecoach Buses and Blackpool Transport Services (Metro Coastlines). All work closely together. This ensures a good flow of correct information and also that a larger number of people are informed and report back on issues affecting the network.
The Traffic Management section endeavours to ensure that, whatever the pressures upon the road network, the traffic keeps moving steadily and safely.
