It is an offence to keep or store non-motor vehicles or structures on the public highway for longer than 24 hours. This includes:
- Caravans
- Trailers
- Horseboxes
- Boats
- Other vehicles and structures that are not defined under the Road Traffic Act 1988 as a motor vehicle
If they are stored on the public highway for extended periods they:
- Obstruct the flow of traffic
- Limit parking availability for residents
- Negatively impact the look of the area
- Effect the safety of the area
- Cause a nuisance
- Have a detrimental effect
- Can cause distress to residents.
Blackpool Council considers the storage of non-motor vehicles and structures on the public highway as an unreasonable use of the road space.
Where necessary we will remove these depending on the circumstances, to ensure the safe, effective and efficient use of the public highway.
Once we have received a report, an officer will visit the site and decide the best option for enforcement.
They will then issue either a Notice of Removal and Disposal or a Community Protection Warning. This will give a deadline in which the vehicle must be removed.
If this is not complied with then we may begin enforcement action. This can include the removal of the vehicle/structure by us at the owner's expense, the immediate disposal of it, or disposal after 10 days of storage.
