Central Blackpool is changing - making Blackpool better

In December 2024 Blackpool Council executive approved first version of the Central Housing Regeneration Framework document.

The document outlined, at a high-level, the council’s ambition to see housing in this central area regenerated over a period of 10 to 15 years.

The document could be used as a basis for engagement and consultation with those living and working in the area, as well as anyone across the whole of Blackpool who has an interest in the regeneration.


Consultation so far

Spring/summer 2025

During this period a number of engagement routes were used to speak to the public regarding the Central Housing Regeneration Area Framework; people were reminded of the key design principles agreed during previous community engagement and asking for their views and opinions on the Framework Document.

The consultation activity covered three distinct strands:

  1. Online survey - was available from mid-May to early July 2025. The survey was promoted via social media and through the e-version of ‘Your Blackpool’. The online survey generated 337 responses
  2. ‘Pop-up shop’ was used to engage the wider Blackpool community. A vacant unit within the Houndshill Shopping centre was used and staffed for a week in June 2025, with around 100 people visiting the unit to speak to staff
  3. Discussion groups – held at RevoeLution in June and July 2025.

The feedback gathered from the various consultation activities outlined the following key points:

  • A majority of respondents had heard something about the proposed regeneration in the Central Housing Area
  • Around two-thirds of respondents had not heard about the framework document itself was not
  • Most respondents were residents from outside of the CHRF area and those that worked in Blackpool
  • Almost 60% of those that responded visited the CHRA regularly (at least monthly or more) but almost half of those where just passing thorough – either on foot or driving
  • 71% of respondents agreed with the planned regeneration
  • The feedback flagged the following as key focus/priorities for those who responded:
    • Provision of quality, mix of homes
    • Supportive of including green infrastructure
    • Supportive of the improvements to the local centre

September/October 2025

This consultation looked to gather initial thoughts on a more detailed framework document.

It was held alongside the pre-application consultation process for the Central Housing Regeneration Phase 1. Feedback was asked for anyone with an interest to help inform and provide consideration to updates to the content of the framework document.

Information was available on the council’s website along with a short survey to complete, this was live for 4 weeks. Alongside this, three in-person drop-in sessions were held at key community venues within the Central Housing Regeneration Area, including Ibbison Court Community Centre, Revoe Children’s Centre and Revoe Library.

The online survey and drop-in events were published via a formal press release from the council, social media posts, leaflets to the immediate phase 1 area.

The feedback from the consultation identified the following key themes:

  • Providing new homes
  • Refurbishing existing homes
  • Ensuring neighbourhood management of area
  • Providing a mix of homes (type and sizes) – including private gardens
  • Mix of tenure – there was a strong emphasis on affordability and providing possible routes to ownership (e.g. rent to buy)
  • More and better-quality public realm and street improvements; and
  • Support for improvements to central including the street scene/ greening, an improved commercial offer and developing the street as the hub / focus of the residential community

The feedback gathered from the online and in-person events in the autumn were useful but despite the period of the survey online, and the in-person events the actual number of formal responses received was limited.


Current consultation: March 2026

The council is keen to undertake further consultation on the ideas for improvement in the area from those living and working within the framework area, as well as community across Blackpool.

This next round of consultation seeks to engage a greater response from the consultation process, feedback from which will be reviewed against subsequent updates to the framework document.

A new online survey and in-person events will be running in March 2026.

  • You can shape the future of central Blackpool. The council has created some early ideas to help start the conversation. These are not final plans — no decisions have been made other than the definition of the Phase 1 project
  • This survey is your chance to shape what happens next. Tell us what you think would help improve central Blackpool in the long term. Your feedback will directly guide the next stage of work
  • These ideas have been consulted on once already, but we want to make sure as many people as possible across Blackpool get the chance to have their say. That’s why we are running this consultation again
  • Some initial funding (£90.4m) has already been secured for the central housing regeneration project, and work is already underway there. This consultation is not about that specific project — it is about the wider area and what the future of central Blackpool could look like
  • There are no firm plans for the wider ideas at this stage. These are simply proposals to help start the conversation. We want to understand what you think would help make central Blackpool better.
