Regulations with reference to donkeys on the foreshore

  1. The number of donkeys to occupy an authorised stand shall not at any time exceed eight.
  2. No donkey shall stand or ply for hire on the stands on any Friday.
  3. The hours of work in respect of donkeys shall not exceed the following: 10.00am to 1.00pm and 2.00pm to 7.00pm
  4. At 1.00pm each day, all saddles must be loosened and all donkeys fed and watered.
  5. No sticks or whips shall be used on any donkey and the kicking of a donkey is strictly prohibited.
  6. No person over the age of sixteen years, or over eight stones in weight, shall be permitted to ride any donkey.
  7. No stud shall ply within 50 yards of the hulking or sea wall.
  8. When the tide or other circumstances do not permit donkeys to be on the sands, such donkeys shall not stand on the slade or in the vicinity of the promenade.
  9. Donkeys must not be ridden or driven so as to expose the rider or other user of the foreshore to any danger.
  10. Proprietors shall ensure that any manure deposited by animals under his/her control upon the promenade, slade or beach, shall as soon as is reasonably practicable, be collected, placed in an impermeable container and placed in receptacles provided for that purpose by the licensing authority. 
  11. Prior to commencing operations, the proprietor or his/her representative shall erect and prominently display upon the 'pitch' an identity board provided for that purpose by the licensing authority, conspicuously and clearly marked with the name of the proprietor.
  12. No donkey, which is not in a clean condition, must be taken on the sands and no harness should be used on such donkey which is not considered by the responsible officer to be properly fitted and safe.
  13. Any officer of the RSPCA or of the Environmental Services (Licensing Section) or any police officer is authorised and appointed to supervise the licensed donkeys plying for hire on the foreshore and to enforce regulations made by the Council with reference thereto.
