Designation of an area for Selective Licensing

Section 80, Housing Act 2004

Blackpool Council in exercise of its powers under section 80 of the Housing Act 2004 has designated for selective licensing the area which forms part of Talbot, Brunswick and Bloomfield wards.

The designation applies to any privately rented property, occupied under a tenancy or a licence, that is not a licensable house in multiple occupation.

The designation falls within a description of designations for which confirmation is required by Secretary of State under the General Approval issued on 1 April 2015. The Secretary of State has confirmed that the designation shall come into force on 26 March 2019. It shall cease to have effect on 25 March 2024.

It is recommend that any landlord, managing agent or tenant within the designated area seek advice from the local housing authority on whether their property is affected by the designation by contacting Customer First at Blackpool Council on 01253 477477 or by writing to the Housing Strategy Team at Blackpool Council, Municipal Buildings, Blackpool FY1 1NF (where the designation may be inspected, and where applications for licences and general advice may be obtained) or by email: housing.strategy@blackpool.gov.uk. Online applications will open on 26 February 2019 and full information including the full proposal submitted to Secretary of State, fee structure, map of the area, a list of street names, and discounts available will be available to view at www.blackpool.gov.uk/selective from 21 December 2018.

Upon the designation coming into force on 26 March 2019 any person who operates a licensable property without a licence, or breaches licence conditions, is liable to prosecution and upon conviction, may be fined.
