If you change your vehicle or use a different vehicle at any time you must log into your account to inform us of the change.

Vehicles must be parked in properly marked out bays and on no account are permit holders to park in reserved bays, coach bays, or bays marked disabled.

The council accepts no responsibility for any loss or damage to any property howsoever such loss or damage may be caused.

This permit does not guarantee a reserved space on your preferred car park and parking services reserve the right to close a car park at any time.

Correctly issued PCNs will be enforced.

Vehicles must be parked in properly marked out bays and on no account are permit holders to park in reserved bays, disabled driver bays, electric vehicle charging bays, or coach bays.

The council accepts no responsibility for any loss or damage to any property howsoever such loss or damage may be caused.

This permit does not guarantee a reserved space on your preferred car park and parking services reserve the right to close a car park at any time.

Correctly issued PCNs will be enforced.

Agency permit 5 terms and conditions

Talbot road multi-storey car park.

Notice

During any government lockdown which results in Talbot Multi Storey car park being closed, please use East Topping St car park, there’s no need to display any note as the civil enforcement officers will obtain your permit information when they scan your vehicle registration plate.

How it works

Automatic Number Plate Recognition (ANPR) is in use at this site. This allows much easier access to the site by means of video cameras reading your registration number at the entry and exit barriers.

Drive up to the barrier and stop level with the entry station machine as if you were going to present your access card to the machine. The camera will scan your registration plate, perform a look-up within the system database, and provided you are a legitimate user the barrier will raise to allow entry.

This process can take perhaps 5 seconds or longer to perform. Please be patient and give the system time to do its work.

If, after perhaps 20 seconds or so the barrier has still not raised to allow you in, present your access card to the reader in the usual way, do not press the green button to issue a chip-coin, if you do, you will be expected to pay in the usual way.

Instead, use the help button just below the speaker for assistance.

Check the condition of your vehicle registration plate often and keep it clean.

If the ANPR fails to recognise your vehicle registration plate, place your access card against the card reader to enter or exit the car park.

Take your access card with you when you leave your vehicle. Without it, you will not be able to re-enter the car park when you return.

Normal opening times: Monday to Sunday, 7.00am to 12.00 midnight.

Care should be taken to avoid losing your access card. Also, it has a digital chip and antenna within it, so do not punch a hole in it to place it on a key-ring, you will damage it.

If however you card should become lost or stolen please inform parking services 01253 476395. The card will be cancelled and logged as invalid within the system. Subject to a £10 administration fee being paid, a replacement card will be issued.

Vehicles must be parked in properly marked bays and on no account are you to park in reserved bays or bays marked disabled.

For security reasons, the pedestrian access on Talbot Road closes at 6.30pm each day. Use the Deansgate entrance after this time.

Tradesman's parking permits

The annual tradesman’s parking permit is designed to help small businesses who are often required to park in:

  • Residential parking areas
  • Pay and display zones
  • Limited waiting bays

Permits available

  • Business permit - for use by commercial and non-commercial persons/organisations who work on a ‘planned/appointment’ basis, not on emergency response

Parking in these areas will be allowed on display of the permit providing drivers can show they are doing their job.

The offer is available to tradesmen who work on a planned/appointment basis and the permit will only allow parking for a maximum of 3 hours (no return within 3 hours) and be applicable between Monday and Friday 7.00am to 7.00pm.

Any vehicle up to and including those weighing 7.5 tonnes (gross vehicle weight) can apply.

The permit is available at a cost of £110 per year. 

Apply

Business permit

The business permit is restricted for the use of tradesmen who carry out roles which require them to visit businesses, or the homes of residents or carry out work in areas which have restricted parking, for example residents parking areas.

Change of vehicle registration

Copy all the detail from your current permit onto a note to display in your vehicle. Add the message "returned for change of registration number", and include the date you applied.

Return your permit with a covering letter detailing the new registration number. Also, send an e-mail to parking.dispatch@blackpool.gov.uk advising of the change. A new permit will be posted to you.

Virtual Blackpool Football permit terms and conditions

Hours of availability

Your Blackpool Football match permit may be used to park on Lonsdale Road Car Park, Bloomfield and South Car Parks for all Blackpool FC home, league, cup and reserve matches only, two hours before kick-off and up to two hours after the game has completed.  (Subject to space being available)

Vehicles must park wholly within a parking bay and not parked in any bay marked reserved or disabled or causing an obstruction.

Immediately upon the expiration of the validity of this permit the said vehicle, shall be subject to the parking conditions and fees applicable within the car parks.

The council reserves the right in its absolute discretion to close car parks from time to time.

The council accepts no responsibility for any loss or damage to any property; howsoever such loss or damage may be caused, unless such loss or damage is caused by negligence of the council or its employees.

If you change your vehicle registration number you need to:

  • Log on to your Permit Portal account
  • Within the "Active Permit" section click the "View" button.
  • Select "Change Vehicle" tab
  • Choose "Add new vehicle"
  • Enter your registration number and re-enter for confirmation
  • Click the "Apply to change vehicle" button
  • A pop-up message will appear asking you to confirm these changes
  • Click "Yes"A message confirming your changes have been successful will be displayed

Your change of registration details will then be transmitted to civil enforcement officer handheld devices. This is done in a matter of minutes

Refunds are not available on any unused or un-expired portions of a permit.

If an individual is required to leave their vehicle other than as described by these conditions or are unsure if they can park in a specific place it is that persons responsibility to notify the parking services despatcher (before leaving the vehicle) on 01253 476395. 

Permission to leave the vehicle as requested is at the Dispatchers discretion and will not be overturned by requesting another officer.

At the time of application you will be asked to provide your mobile telephone contact details. These are required to allow the parking services despatcher to contact you if there is an issue with your vehicle.

A Penalty Charge Notice may be issued to any vehicle left in contravention to these conditions.

Any misuse of a permit may result in it being revoked without appeal.

Virtual fishing permit terms and conditions

Your virtual fishing permit has been approved subject to the following terms and conditions:

The permit is valid for the sole use of the applicant and the authorised vehicle for the purpose of fishing in the approved area during the times specified below.

Interpretation.

"A person authorised by the council”. Meaning a civil enforcement officer or police constable in uniform.

 “Authorised area”. Meaning the area of land shown on the plan attached to these terms and conditions.

“Authorised vehicle”. Meaning the vehicle that is specified by its vehicle registration number displayed on the permit.

“The council”. Meaning Blackpool Borough Council".

"Enforcement" A person who does not comply with the terms and conditions above may be liable to a penalty charge notice and / or have their permit revoked.

The permit shall only be used by the applicant and the authorised vehicle for the purpose of fishing, no sooner than three hours prior to high tide and no later than three hours following the same high tide. 

If the applicant holds a disabled persons blue badge this must be displayed as specified in the disabled persons Blue Badge holders handbook.

The permit is  is for use only in the authorised area shown on the attached plan.

An authorised vehicle must only enter and exit the authorised area at the Gynn Square roundabout crossing point shown on the attached plan. 

At all times when the permit is in use the applicant shall give way to all trams, pedestrians, cyclists, emergency services and Blackpool Council vehicles.

Whilst the permit is in use an authorised vehicle must precede at a speed no greater than 10 miles per hour at any time and whilst moving have the vehicles headlights and hazard warning lights illuminated.

The council reserves the right to suspend the use of the permit for a period of time to allow maintenance works or events to take place safely. The council will make every effort to contact permit holders to give prior notice. 

Situations may arise where a person authorised by the council requires an authorised vehicle to be removed or repositioned. And may at any time whilst the permit is in use direct the permit holder to remove or reposition the authorised vehicle without prior notice.

If you change your Vehicle Registration number you will need to:

  • Log on to your permit portal account
  • Within the "Active Permit" section click the "View" button
  • Select "Change Vehicle" tab
  • Choose "Add new vehicle"
  • Enter your registration number and re-enter for confirmation

Virtual HC permit terms and conditions

Entitlement

The ‘HC’ permit is restricted for the use of employees who carry out roles delivering council commissioned care services which require them to visit the homes of residents or carry out work in areas which have restricted parking, for example residents parking areas.

Use

  • Parking for a maximum of one hour per visit. A time clock will be provided for use at all times whilst using this permit, this needs to be set at the time of arrival and displayed so it can be seen from outside the vehicle
  • Permits are valid between 6.30am and 11.00pm Monday to Sunday
  • The vehicle must only be left in a parking place permitted by these conditions
  • The permit is registration number specific and not transferable
  • If employment ceases, you must return the permit to your organisation as part of your exit process

Valid for use in

  • Resident permit holder bays
  • Limited waiting bays
  • On street pay and display bays
  • Council owned car parks, excluding Filey Place and Talbot Road multi storey

  • Select "Change Vehicle" tab
  • Choose "Add new vehicle"
  • Enter your registration number and re-enter for confirmation

This is done in a matter of minutes

This permit is to be used to carry out home visits in residential areas. It is not to be used as an alternative to purchasing a pay and display ticket or for your own personal use within a residential parking scheme.

Enforcement

If an individual is required to leave their vehicle other than as described by these conditions or are unsure if they can park in a specific place it is that persons responsibility to notify the parking services despatcher (before leaving the vehicle) on 01253 476395.

Permission to leave the vehicle as requested is at the despatchers discretion and will not be overturned by requesting another officer.

At the time of application you will be asked to provide your mobile telephone contact details. These are required to allow the parking services despatcher to contact you if there is an issue with your vehicle. You will not be contacted as a warning if a Penalty Charge Notice is to be issued.

Failure to correctly/not display the clock, will result in a PCN being issued.

Unreturned permits will incur a £100 fee.

Any misuse of a permit will result in it being revoked without appeal.

Virtual Monthly Bonny Street permit terms and conditions

Due to nearby demolition work monthly Bonny Street permits are not available. This car park is currently closed.

Virtual Premier Inn permit

Entitlement

The ‘PI’ Permit is intended for use by members of the following services;

  • Linen delivery 7 days a week
  • Food and consumables 3 days a week
  • Beer and wine 1 day per week
  • Refuse 3 days per week

Use

  • Loading between 8.00am to 6.00pm for 1 hour (no return within 3 hours)
  • A time clock is required to be used at all times whilst using this permit, this needs to be set at the time of arrival and displayed so it can be seen from outside the vehicle
  • Permits are valid 7 days per week
  • The permit must be displayed in the left side of the windscreen of the vehicle and be clearly visible from the outside of the vehicle
  • The vehicle must only be left in the loading bay on Clifton Street. This permit does not apply on car parks

Enforcement

If an individual is required to leave their vehicle other than as described by these conditions or are unsure if they can park in a specific place it is that persons responsibility to notify the parking services dispatcher (before leaving the vehicle) on 01253 476395. 

Permission to leave the vehicle as requested is at the dispatchers discretion and will not be overturned by requesting another officer.

At the time of application you will be asked to provide your mobile telephone contact details. These are required to allow the parking services dispatcher to contact you if there is an issue with your vehicle (you will not be contacted as a warning if a Penalty Charge Notice is to be issued).

Virtual Talbot Road multi storey car park terms and conditions

Talbot road multi-storey car park

The process described below is relevant to whether you are entering or leaving the site.

The camera will scan your registration plate, perform a look-up within the system database, and provided you are a legitimate user the barrier will raise to allow entry.

If, after perhaps 20 seconds or so the barrier has still not raised to allow you in, present your access card to the reader. Hold the card steady against the sensor for at least 5 seconds. Don't wave it around.

In the mean-time, please ensure you have your access card with you for use at the barriers and doors.

Wrong presence message at barrier when trying to enter or leave the site

This message indicates the system thinks you’re either already “In” when in fact you are out, or “Out” when you are in.

The last time you used the site you either entered or left the site without informing the system (drove through a raised barrier). If a barrier is already in the raised position for whatever reason you must let the system know you have entered or left by stopping and placing your access card on the reader sensor for at least five seconds.

Failure to follow this procedure will lead to you having problems entering or leaving next time.

Virtual Temple Street permit terms and conditions

Your virtual Temple Street permit has been approved subject to the following terms and conditions.

  1. The permit holder/user is subject to the conditions of parking displayed in the car park and may only be used by the permit holder in person
  2. Vehicles must be parked in the marked out bay allocated to them (with white bay markings along both sides of your vehicle). Parking in another bay without first seeking permission is prohibited. If your bay is obstructed by another vehicle you must contact parking services immediatel
  3. If you change your vehicle registration number you will need to:
    1.  Log on to your permit portal account
    2. Within the "Active Permit" section click the "View" button
    3. Select "Change Vehicle" tab
    4. Choose "Add new vehicle"
    5. Enter your registration number and re-enter for confirmation
    6. Click the "Apply to change vehicle" button
    7. A pop-up message will appear asking you to confirm these changes
    8. Click "Yes". A message confirming your changes have been successful will be displayed. Your change of registration details will then be transmitted to civil enforcement officer handheld devices. This is done in a matter of minutes
  4. The council accepts no responsibility for any loss or damage to any property howsoever such loss or damage may be caused
  5. The council reserves the right in its absolute discretion to close any car park from time to time to allow for any necessary works to be carried out. Contact parking services for details of alternative arrangements should this be the case

Entitlement

The ‘TA’ Permit is intended for use by commercial and non-commercial persons/organisations who work on a ‘planned/appointment’ basis, not on emergency response.

It is restricted for the use of drivers who carry out roles which require them to visit businesses, or the homes of residents or carry out work in areas which have restricted parking, for example residents parking areas.

Use

  • Parking for a maximum of three hours (no return within three hours). A time clock is enclosed for use at all times whilst using this permit, this needs to be set at the time of arrival and displayed so it can be seen from outside of the vehicle
  • Permits are valid between 7.00am and 7.00pm Monday to Sunday unless otherwise stated on permit
  • The vehicle must only be left in a parking place permitted by these conditions
  • If you change your vehicle registration number you will need to:
    • Log on to your Permit Portal account
    • Within the "Active Permit" section click the "View" button
    • Select "Change Vehicle" tab
    • Choose "Add new vehicle"
    • Enter your registration number and re-enter for confirmation
    • Click the "Apply to change vehicle" button
    • A pop-up message will appear asking you to confirm these changes
    • Click "Yes"

All - This permit does not apply on car parks

It is not for use when attending planned meetings, at your workplace, or other offices/health centres (e.g.Whitegate Health Centre). In the instance, you should find alternative legal parking. In the event of misuse, the council reserves the right to cancel the permit with immediate effect

The ‘TM’ Permit is intended for use by commercial and non-commercial persons/organisations who work on a ‘planned/appointment’ basis, not on emergency response.

It is restricted for the use of Traders who carry out roles which require them to visit businesses, or the homes of residents or carry out work in areas which have restricted parking, for example residents parking areas.

Use

Parking for a maximum of three hours (no return within three hours). A time clock will be sent to you for use at all times whilst using this permit, this needs to be set at the time of arrival and displayed so it can be seen from outside the vehicle.

This permit does not apply on car parks.

  • Permits are valid between 7.00am and 7.00pm Monday to Sunday
  • The vehicle must only be left in a parking place permitted by these conditions
  • If you change your vehicle registration number you will need to -
    • Log on to your Permit Portal account
    • Within the "Active Permit" section cick the "View" button
    • Select "Change Vehicle" tab

A Penalty Charge Notice will be issued to any vehicle left in contravention to these conditions and will not be cancelled or reduced. Additionally, where appropriate that person’s line manager will be informed.

Any misuse of a permit may result in it being revoked without appeal.

Virtual unrestricted permit terms and conditions

Your virtual unrestricted permit has been approved subject to the following terms and conditions.

    • Central Surface Car Park (not Multi-Storey)
    • Cocker Street Car Park

    • Foxhall Village Car Park
    • Gynn Car Park
    • Lonsdale Road Car Park
    • Lytham Road Car Park
    • Queen Street Car Park
    • South Car Park
    • South Beach Car Park
    • South King Street Car Park
    • West Street Car Park
  2. The council reserves the right in its absolute discretion to close car parks from time to time
  3. Immediately upon the expiration of the validity of this permit the said vehicle shall be subject to the parking conditions and fees applicable within the car parks.
  4. Hours of availability. Your annual unrestricted permit may be used for all hours that the permitted car parks are in operation and spaces are available
  5. The council accepts no responsibility for any loss or damage to any property howsoever such loss or damage may be caused, unless such loss or damage is caused by negligence of the council or its employees
  6. Vehicles must park wholly within a bay and not parked within a bay marked reserved or disabled
  7. The permit remains the property of the council and is not transferable
  8. If you change your Vehicle Registration number you will need to:
    1. Log on to your Permit Portal account
    2. Within the "Active Permit" section click the "View" button.
    3. Select "Change Vehicle" tab
    4. Choose "Add new vehicle"
    5. Enter your registration number and re-enter for confirmation
    6. Click the "Apply to change vehicle" button
    7. A pop-up message will appear asking you to confirm these changes
    8. Click "Yes" A message confirming your changes have been successful will be displayed.Your change of registration details will then be transmitted to civil enforcement officer handheld devices. This is done in a matter of minutes
  9. Please remember that it is your responsibility to renew your permit prior to the permit expiry date
  10. Refunds are not available on any unused or un-expired portion of a permit
