Marton Moss neighbourhood planning approach
The Blackpool Local Plan Part 1: Core Strategy was adopted in January 2016 and identifies the remaining lands at Marton Moss as being integral to the local distinctiveness of Blackpool and is highly valued by the local community.
Policy CS26 sets out a neighbourhood planning approach. This means getting the community more involved in deciding what they want for the area, for example how to retain the Moss' distinctive character as well as deciding where and what type of development may be acceptable.
The council undertook consultation events in November 2017 and the local community voted in favour of producing their own Neighbourhood Plan. For more information on the consultation process and the results, please see the documents below.
Designating the Marton Moss Neighbourhood Area and Forum
The Council formally designated the Marton Moss Neighbourhood Area and the Marton Moss Neighbourhood forum on the 26 March 2019, following a 6 week consultation period which ran between 21 January 2019 and the 4 March 2019. The council's decision is available below:

Regulation 14 - Draft Plan
Consultation on the Regulation 14 Consultation Draft Marton Moss Neighbourhood Plan took place during March/April 2022.

Regulation 16 submission draft neighbourhood plan - Oct-Nov 2023
The Marton Moss Neighbourhood Forum submitted their regulation 16 Submission Draft Marton Moss Neighbourhood Plan to the council. The council publicised that the neighbourhood plan was out to consultation. This accords with Regulation 16 of the Neighbourhood planning (General) Regulations 2012.
Comments were invited on the documents below during the consultation period 17 October 2022 to 5:00pm on 28 November 2022 in accordance with Regulation 16 of the Neighbourhood plan Regulations.

Neighbourhood plan examination - Feb/March 2023
An independent examiner was appointed and the examination of the Neighbourhood Plan took place during February/March 2023 under Regulation 17.
The examiner considered the representations made to the council on the Regulation 16 plan and whether the plan meets the basic conditions and other requirements set out by law.
