About Blackpool Co-production

Co-production Blackpool is about doing things differently, working with people rather than for them, and making sure that those with lived experience are central to shaping services and systems that affect their lives.

We are part of Blackpool Council and are proud to continue the legacy of the HeadStart Blackpool programme, which ran from 2016 to 2022. Although the programme has formally ended, the values and learning live on through the Resilience Revolution a town-wide approach to building resilience, creating change, and improving outcomes for children, young people, families, and communities.

At the heart of our work is a belief in genuine partnership. We bring together young people, parents, carers, community members, and professionals to:

  • Share power and decision-making
  • Design and deliver services collaboratively
  • Identify challenges and find solutions together
  • Promote fairness, equality, and inclusion across Blackpool

Out definition

An approach where people work together as equals towards a shared goal through shared learning, shared power and shared responsibility.

What we mean by co-production

Co-production is more than consultation or participation. It is about recognising that everyone has knowledge, experience, and value to bring. By working together as equals, we can make services more effective, more responsive, and more sustainable.

In Blackpool, co-production means:

  • Respecting and valuing all voices
  • Building relationships based on trust and mutual understanding
  • Creating space for innovation and shared learning
  • Embedding lived experience into the heart of service design and delivery

Our vision

We want Blackpool to be a place where co-production is part of everyday practice, not a one-off activity, but a way of working across all services, sectors, and communities.

We are here to support individuals, teams, and organisations to develop and embed co-production approaches that create lasting, positive change.
