Persons who deal in second hand goods must be registered with the council under the County of Lancashire Act 1984, unless they fall under certain exemptions or are registered under the Consumer Credit Act. Anyone found that isn’t duly registered can be prosecuted.
Second hand goods dealers must maintain a register of all transactions.
This protects dealers from allegations relating to receiving stolen goods and to enable identification of persons passing on stolen goods.
Not all second hand goods require registration.
Apply for a second hand goods dealer registration
The application will be forwarded to trading standards for their information and we aim to issue your registration within 10 working days of receipt.Certificates do not expire but the council should be informed of any amendments such as change of address of any person or premises registered.
Tacit consent
Tacit consent applies. This means that you will be able to act as though your application is granted if you have not heard from us by the end of the target completion period.
