Central housing regeneration
Blackpool Council’s long-term goal is to bring new life to central Blackpool through housing-led regeneration.
The aim is to deliver the big changes needed to create modern, good-quality homes that meet the needs of 21st-century living - helping to build stronger communities and making Blackpool a better place for everyone.
Housing conditions and deprivation in Central Blackpool are among the worst in England. Because of this, the government has chosen Blackpool for a special programme to improve housing.
Blackpool’s urgent housing issues were recognised in March 2022 by government and a working partnership was formed. In March 2024, £90 million from the government and Homes England was awarded to Blackpool.
This would involve demolition of around 300 poor-quality properties, funded by £54.5 million of government investment, and getting approval to building up to 230 new, high-quality, energy-efficient homes, green spaces and improved public spaces and shops for local people.
Troutbeck Crescent
A £10m new affordable housing redevelopment Troutbeck Crescent in Mereside.
The scheme, developed by Blackpool Council which is managed on behalf of the council by Blackpool Coastal Housing (BCH).
The development offers a total of 75 contemporary designed, affordable, high quality social housing rented homes to families, individuals and includes accessible living units with low running costs.
It has replaced the original six three-storey blocks of 81 existing flats that were on the site.
Grange Park development
A social housing scheme at the Grange Park estate was completed in August 2024, providing 133 new high quality homes. The development has transformed two previously vacant sites and integrated them into the wider Grange Park estate.
The project in total has delivered 96 houses, seven bungalows and 30 sheltered apartments along with enhanced open spaces, a children’s playground, improved pedestrian and cycle access, as well as significant social value benefits.
The new homes have been funded partially by a grant from Homes England and are managed by Blackpool Coastal Housing who manage around 5,000 properties on Blackpool Council’s behalf. Funding from the European Regional Development Fund has also supported the installation of air source heat pumps in 30 of the properties.
Ryscar Way development
Work has started on the creation of 51 new homes at Ryscar Way, with 20 homes already completed.
Assignment of the leasehold interest in the land at the Groves to Blackpool Housing Company Limited from Create Developments (Bispham) Ltd in administration has now taken place. Blackpool Council retain the freehold interest in the land and will continue to support Blackpool Housing Company Limited offering them loan facilities to ensure the building out of the development site takes place to offer new homes for purchase on the open market.

Innovative interventions are also being made in the local housing market.
Poor quality properties such as former hotels and guest houses or HMOs are being acquired and through significant investment being converted into high quality affordable homes setting a new standard in the sector.
