Waste changes

From April 2026 the government is introducing Simpler Recycling, a UK wide initiative to make recycling services more consistent across the country, including weekly food waste collections. Simpler Recycling is designed to reduce the amount of waste sent to landfill or incineration. The government has set a national recycling target of 65% that local authorities must meet by 2035.

In Blackpool, the council will also be making local changes to waste and recycling. This includes new and larger bins, moving to a three-weekly bin collection cycle alongside the new weekly food waste collections and more.

We understand that change is not always easy and we are doing everything we can to help residents prepare.

Below is a breakdown of the key information for residents:

 

Weekly food waste collection

Along with all local authorities we will be introducing a weekly food waste collection from late April 2026. 

Food waste caddies' delivery

Starting late Feb/early March 2026, all households which are currently on wheeled bins will begin to receive their food caddies ahead of the weekly collections starting Households will get:

  • A 7 litre kitchen caddy to keep inside
  • A 23 litre bin to keep outside
  • Two rolls of liners for your indoor caddy - this is enough for two per week

We won’t start collecting them until late April, so you don’t need to use them yet.

What we can collect

Your food waste collection will be for:

  • All uneaten food and plate scrapings
  • Baked goods like bread, cakes and pastries
  • Dairy products
  • Eggs and eggshells
  • Fruit and vegetables including raw and cooked vegetables and peelings
  • Out-of-date or mouldy food
  • Pet food
  • Raw and cooked meat or fish, including bones
  • Tea bags and coffee grounds

Top tip: Add your house number to your outdoor caddy when it arrives so you know it's yours. 


Three-weekly household waste collection

To help reduce the amount of waste sent to landfill, Blackpool Council will be moving to a three-weekly collection cycle from April 2026.

This change is a local decision, a proven approach that is already working well in many other areas like ours, to help us become more sustainable and move towards the government-set recycling target. 

Up to a third of the average grey bin is made up of food waste which can be recycled if collected separately. By delivering larger, blue and new brown bins to residents on wheeled-bin collections, this also creates more space for household recycling. 

New collection schedule

Instead of your bins being collected fortnightly, from April, they will be collected once every three weeks. An example collection could look like this:

Week 3 Brown lid bin - recycling paper and cardboard
Weekly Outdoor caddy - food waste 
Fortnightly  Green lid bin - garden waste (for subscription customers only)

This will vary for residents, and your new waste collection dates will be available to view online from late March/early April. Please note, our teams are unable to provide this information any sooner. 

Odour concerns

We understand that some people may have concerns about smells coming from bins on a three-weekly general waste collection from items such as nappies, cat litter or dog waste.

Double bagging these items or using scented bags which are available in most major supermarkets, and ensuring the lid of your bin is closed will eliminate this issue.

Assisted collections

Blackpool Council offers an assisted collection service for residents who struggle to present their bins on their collection day. Who’s eligible and learn more about the process to apply.


Changes to bin collection routes and new bin days

With new houses on the map and additional collections building up over the years, our routes needed a review and are being updated to make them efficient for the new collection service.

This means many households will move to a different collection day. To help you prepare, we will:

  • Add a bin tag to remind you to check your bin collection schedule
  • Update our website, so you can check collection dates using your postcode and house number
  • Provide information at libraries and customer service drop-ins for those without internet access (we’re sure a friend or family member wouldn’t mind doing a quick check for you, too)
  • Share reminders across Blackpool Council and Enveco NW social media channels

Please note, new collection information will not be available until late-March/early April.


Larger blue bins for cans, glass and plastic

Households that currently have a small blue bin for glass, cans and plastics will automatically get a larger blue bin. Old blue bins will be collected and replaced.

Delivery started in November 2025 and will continue over a period of approx. 6 to 9 months.

Residents do not need to take any action. New bins will be delivered automatically.

Once delivered the bin should be used immediately and presented on the usual collection day until April 2026, when the collection frequency will change as outlined above. 

Don’t have your bigger blue bin yet?

Phase one of our delivery is almost complete. If you haven’t yet received your bigger blue bin and would like to you can request one is delivered to your household.

Please note, this is only available for households already on wheeled-bin collections.


New brown bin for cardboard/paper recycling

We know that the capacity of the current brown hessian sack is no longer suitable for most households.

Brown sacks will be replaced with a new 240 litre brown wheeled bin, creating more space to collect cardboard and paper.

Delivery started in November 2025 and will continue into 2026.

Residents do not need to take any action. New bins will be delivered automatically.

Once delivered the bin should be used immediately and presented on the usual collection day until April 2026, when the collection frequency will change as outlined above. 


Red sack households

Aside from the group we already have on a trial programme, households on red sack collections will remain on this service, as is, for the time being. 

Community bin hubs are available to help you recycle more of your household waste. 

We are also exploring ways to allow households without wheeled bin collections to recycle food waste at home and will share updates as the programme develops.


New community bin hubs

In October, a trial of community bin hubs was introduced to help households that have sacks instead of bins to recycle easily. 

These hubs will provide residents with the full set of recycling services as well as additional general waste disposal. They will also provide communal on-street food waste collections.

They are mainly designed for use by people without wheeled bins; however, residents are welcome to recycle cans, bottles or accepted food packaging when on-the-go.

The community bin hubs are not for business or commercial use. 

Future plans are proposed to install mini hubs in secondary shopping areas, to service both small businesses and those in accommodation located above shops/businesses.

Reduction in green waste subscription cost

The subscription-based green waste collection will continue to be fortnightly.

To help more people recycle their garden waste, from April 2026 to 2027 we will be reducing the annual subscription amount from £45 to £30 - a saving of £15

Details of the new rate will be sent to all current subscribers early in 2026 and will be available on the website for new subscriptions.

Renewals and new subscriptions are now available.
